NRM’s Jacob Oulanyah has today evening been elected as speaker of the 11th Parliament of Uganda. This was during the first sitting of the Parliament presided over by Chief Justice Alphonse Owiny-Dollo at Kololo Airstrip.
The Omoro County constituency garnered a mouth-watering 310 votes to beat off tight competition from his former superior Rebecca Kadaga. The representative of Kamuli women in the legislature managed a disappointing 197 votes.
Meanwhile, Kira Municipality legislator and spokesperson of opposition Forum for Democratic Change came through in distant third with a meagre 15 votes and 2 were invalid .
Rebbeca Kadaga went against her party’s decision and stood as an independent in the polls. However the NRM block vote was too much for her to wade
Who Is Oulanyah?
Born in present-day Omoro district, Oulanyah attended Northern Uganda’s historical schools St. Joseph College Layibi and Dr. Obote College Boroboro before climaxing his secondary education at Kololo Senior Secondary School. After secondary school, the prestigious Makerere University was his next destination as he pursued a Bachelors in Laws degree. It is here that he harnessed his leadership skills which saw him serve as speaker of the student’s guild in his hey days.
After Makerere, he joined the Law Development Centre which retained him as a lecturer upon his graduation, in which period, he began private law practice at Oulanyah, Onoria & Company Advocates.
As a UPC cadre under the Movement system, he joined Parliament in 2001 during the height of the LRA insurgency in Northern Ugandan. His participation in the peace talks between the government and the LRA rebels opened his channels to the NRM and soon quit the Uganda People’s Congress after losing the 2006 eParliamentary elections. The flamboyant lawyer returned in 2011 and was swayed the Deputy Speaker race in his favour before being talked out of the Speakership race in 2016 by the corridors of power in the NRM.
The motorbike fanatic then embarked on a drive to gift NRM the Northern vote in the just concluded elections and was probably rewarded by the Central Executive Committee yesterday afternoon as they handed him the party flag for the race.
