The Uganda Civil Aviation Authority is out looking for a new director of Human Resource and Administration to replace former acting director Efrance Musimenta Mbagaya.
Ms. Mbagaya reportedly ordered the removal of the incumbent Yoweri Kaguta Museveni posters in and around CAA offices and building, including the main gate and around Entebbe airport.
She has since been arrested by security personnel believed to be from the Special Forces Command (SFC), the presidential guard, paraded and charged in the Entebbe Magistrate’s Court. Some of the CAA staff sought to appear in court and stand surety for Ms. Efrance, but she was denied bail and remanded to Kigo Prison.
Entebbe Magistrate Court set 25th January for Ms. Efrance’s case hearing, facing charges of defacement of notices and posters contrary to section 78 of the Presidential Elections Act 2005. Her bail was also extended to 25th January. Ms. Efrance’s colleagues say she has been out of the office and on leave since the time security officers picked her up.
