Following the retirement of Hon. Justice Bart Katurebe, former Deputy Chief Justice Alfonse Chigamoy Owiny-Dollo has just been appointed as Uganda’s next Chief Justice and Justice Richard Butera as his Deputy as the two await approval by the Appointment’s Committee of Parliament.
Justice Owiny-Dollo who has been serving as both the Deputy Chief Justice and Acting Chief Justice will now spearhead the delivery of Justice in the highest Court of the land and also serve as the Administrative head of all Uganda’s Courts.
On the other hand, Justice Owiny- Dollo will be deputized by Justice Richard Buteera who has served at the Supreme Court since September 2017 and also served as the Director of Public Prosecution under the Ministry of Justice and Constitutional Affairs before being appointed as a Justice at the Court of Appeal.
Justice Owiny- Dollo became known to many when he presided over the July Bombings case where he convicted seven and acquitted five of the accused persons. For anyone that went ahead to follow the proceedings in the petition against the amendment of the Age Limit clause, then they must be aware of his “No nonsense” tendencies.
Justice Owiny- Dollo comes with a wealth of experience having served as a member of the Constituent Assembly from 1994-1996, Member of Parliament for Agago County from 1996-2001, Minister of State in charge of Northern Uganda Reconstruction Program (NURP) in 1996, Court of Appeal Judge in 2015, Deputy Chief Justice in 2015 and Acting Chief Justice in 2020.
